ADA Title IV: Telecommunications Relay Services

Title IV addresses the area of telecommunications through ensuring full access to telephone and television for people with hearing and speech disabilities 24 hours a day, 7 days a week.  Telecommunications companies offering telephone service to the general public must establish interstate and intrastate telecommunications relay services (TRS) to individuals with hearing and speech impairments who use telecommunication devices for the deaf (TTYs) or similar devices and for callers who use voice telephones to communicate with each other through a third party communications assistant.  The Federal Communications Commission (FCC) has set minimum standards for TRS services.  Title IV also requires closed captioning of Federally funded public service announcements.

Title V: Miscellaneous

This title includes miscellaneous provisions, including the relationship of ADA to other laws and the scope of the full ADA legislation.  It includes a provision prohibiting either (a) coercing or threatening or (b) retaliating against the disabled or those attempting to aid people with disabilities in asserting their rights under the ADA.
